Job Summary:
Senior Contracts Manager is responsible for the entire contract life cycle developing, negotiating terms, executing, and administering commercial and government contracts, subcontracts, non-disclosure agreements, and related documents in accordance with applicable practices, policies, procedures, and laws. Supports all internal and external contract audits/assessments. Provides Program Management team with contractual guidance while exercising sound ethical and professional judgment. Responsible for protecting company legal and financial interest, including intellectual property, during all contractual engagements, discussions and interactions with customers.
Essential Job Duties and Responsibilities:
- Manage full life-cycle prime contract activities, including developing, negotiating, administering, and closing out commercial and Government contracts
- Support new business proposals, including writing, completing reps and certs, and negotiations
- Negotiate and execute contract documents in accordance with company policy and procedures
- Identify potential contract issues and communicate potential solutions
- Negotiate contract modifications or extensions
- Exercise sound business judgment in evaluation of contract risks and impact
- Lead the development of prime contract flow down documents for subcontracts and work closely with purchasing to ensure subcontracting activities, consents, and prime contract flow downs are carried out in a manner consistent with prime contract requirements and operational objectives
- Communicate effectively with internal team members across different functions and with customer points of contact
- Create and maintain contract files and information in full compliance with regulatory requirements and company policies and guidelines, including maintaining all company online registrations (e.g. SAM, DDTC, customer, etc.)
- Perform primary Facility Security Officer (FSO) duties
- Perform other duties and tasks as assigned
Skills and/or Experience Needed:
- Bachelor’s degree in business, finance, procurement law, or related field; or equivalent industry experience
- 5 years of relevant experience negotiating and administering contracts for a US firm contracting directly with the US Federal Government
- Knowledge of and experience with: FAR, DFARS, other agency supplements, data rights in Government contracts, and applicable U.S. laws and regulations, including but not limited to the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
- Experience working with a variety of contract types such as Firm Fixed Price (FFP), Time & Material (T&M), Cost Plus Fixed Fee (CPFF), Indefinite Delivery/ Indefinite Quantity (IDIQ), Other Transaction Authority (OTA) and other non-FAR based proposal and contract awards, as well as Small Business Innovative Research (SBIR) contracts
- Technically proficient in computer applications: MS Word, Excel, PowerPoint, Outlook, and MS Teams
- Must have strong organizational skills and be deadline driven
- Must be able to work independently and in a team environment
- Must be able to take ownership of work/tasks assigned and see them through to completion
Language Skills:
- Requires strong interpersonal skills, able to effectively present information and respond to questions from groups of management and/or customers
- Must be able to communicate effectively both written and verbal to employees of all levels and with outside customers
Reasoning Ability:
- Ability to communicate calm and clear manner
- Must have substantial reasoning and problem-solving abilities and attention to detail
- Energetic and creative with strong analytical skills and solid work ethic
Additional Skill and Experience Preferred (Not Required):
- Experience as a Facility Security Officer (FSO), which includes supporting yearly audits by the Defense Counterintelligence and Security Agency (DCSA), maintaining a Facility Clearance within the National Industrial Security System (NISS), maintaining ThinKom personnel within the National Background Investigation Services (NBIS) system, maintaining employee information within the Defense Information System for Security (DISS) system to include visit requests, foreign travel, adverse information, change of status, etc. and other related security tasks
- Familiar with product/software design, engineering drawings, and customer quality requirements and flow down
- ISO 9001/AS9100 Quality System Management requirements as they relate to contracts and contract review
Additional Requirements:
- Must be eligible to obtain and hold a US DoD Security Clearance
Physical Demands:
- Ability to travel up to 10% of time
- This position is primarily a sedentary office position working in a controlled, quiet office environment
- This position uses a computer terminal to access, input, and retrieve data
- This position may be subject to frequent or occasional on the job interruptions that may cause a change in immediate priorities and/or work focus
- While performing duties of this position, employee is occasionally required to stand, walk, sit, stoop, reach, and/or bend
- May occasionally be required to lift, push, or pull maximum of 50 lbs.May be subjected to irregular or extended work hours
